I enjoyed reading your paper on computer terrorism. There's no
problems in it and it seems to draw the correct conclusions. However,
you don't really go into the area of computer terrorism acts against
countries other than the US.

If you consider the well known lack of security of DoD systems, then
consider the security of other countries' military and civilian
systems which are likely to be much smaller, less protected, and
therefore easier targets.

As your document has concluded, an attack aginst US targets would
require significant effort and planning, a lot of computer resources
and clever people. Chances are that the effort would be discovered
before much damage had been done. Consider then, the much higher
chances of a smaller country being attacked by a technically more
advanced organisation. Consider even US organisations attacking a
smaller country or organisation. To me, these are much more feasible
than anyone attacking US information systems.
